One successful  method so far is to discourage  your traders  and even threatening them.There is a  perception  that anyone who is friendly to their enemies  is dangerous.

They may bite those who seemed not good to them As long as they do benefit,economically,security  politically.

Short Term Policies
They have the short term policies.
The Short Term means immediate results


Long Term  Policies 
The Long Term is a product of short term
policies.So there must be a build up.
